If the unused balance of a prepaid payment instrument exceeds 10 million yen, it is mandatory to submit a notification to the Financial Services Agency!

For companies that issue points when charging for game apps, etc., September 30th has arrived, which is the date for calculating the unused balance of prepaid payment instruments. If the unused balance of points (issued amount - collected amount) exceeds 10 million yen, you will need to submit a notification of the issuance of prepaid payment instruments to your local finance bureau. Details of the publication notification

1. What is a prepaid payment instrument (proprietary type issuance)?

(1) The issuer issues gift certificates, prepaid cards, IC cards, points on apps, etc. (hereafter referred to as “issuance”),

(2) the customer pays the issuer in advance for the issuance,

(3) the customer uses the issuance, and

(4) the issuer provides its own goods or services

.

2. What is the balance of unused prepaid payment instruments as of the reference date?

(1) What is the reference date?

The reference date is March 31st and September 30th of each year.

(2) What is the balance of unused prepaid payment instruments as of the reference date?

This is the amount remaining after deducting the amount used by customers up to the reference date from the amount issued by the issuer of prepaid payment instruments up to the reference date.

If the unused balance on the reference date in 2(2) exceeds 10 million yen, you must submit a notification of the issuance of prepaid payment instruments to the relevant Regional Finance Bureau within two months* of the reference date.

If the reference date is March 31, the submission deadline is May 31. If the reference date is September 30, the submission deadline is November 30.

4. Notification items and attached documents

When submitting a notification of the issuance of a proprietary type, prepare “Attachment Form No. 1” and submit it along with the attached documents.

① Name, trade name or name and address

② For corporations, the amount of capital or investment capital

③ Name and location of the business office/office that issues prepaid payment instruments

④ For corporations, the name of the representative

⑤ Unused balance as of the base date

⑥Type, name, etc. of prepaid payment instruments

⑦Details of the business of issuing prepaid payment instruments

⑧If part of the business of issuing prepaid payment instruments is outsourced to a third party, details of the outsourcing, name and address of the outsourcing company

⑨Location and contact details of the business office or office that deals with complaints and consultations

⑩Name, location and relationship of closely related parties

⑪Type of other business being conducted

⑫Name of the certified funds settlement business association to be joined

(2) Attached documents

①For individuals, a certificate of residence

②For corporations, a copy of the articles of incorporation or a certificate of all historical matters

③For corporations, a certificate of residence for the representative

④For corporations, the most recent balance sheet and profit and loss statement

⑤For corporations with an accounting auditor, the most recent accounting audit report

⑥If part of the business of issuing prepaid payment instruments is outsourced to a third party, a copy of the service outsourcing contract

⑦If there are any closely related parties, a copy of the family register, shareholder register, securities report, or other documents proving the close relationship as stipulated in Article 3, Paragraph 1 of the Order

Details of the change notification

1. When there is a change in the notification details

If there is a change in the details of the notification of the issuance of prepaid payment instruments (proprietary issuance), a “Notification of Change” prepared using “Attachment Form No. 2” must be submitted without delay, along with the relevant section of the “Notification of Issuance” (for replacement by the Finance Bureau) after the change, using “Attachment Form No. 1”, along with the attached documents listed in 2. below. Note that if the notification of change is for a matter other than those listed in 2., the attached documents are not required.

Attached documents: For corporations, a Certificate of Company Registration stating the matters pertaining to the change in question

Attached documents: A Certificate of Company Registration or other document stating the matters pertaining to the change in question

(3) Establishment, change of location or abolition of a business office or office

Supporting documents: For corporations, a Certificate of Company Registration stating the details of the relevant change.

(4) Change of representative

Supporting documents: A Certificate of Company Registration stating the details of the new representative, and the representative's certificate of residence.

(5) Change of type, name and maximum amount of prepaid payment instruments

(6) If there is a set period or deadline for using prepaid payment instruments to pay for the purchase or rental of goods or the provision of services, or for requesting the provision of goods or services, the period or deadline

(7) Changes to the content and method of issuing prepaid payment instruments

(8) Changes to the location and contact details of the business office or office that responds to complaints or consultations from users regarding the issuance and use of prepaid payment instruments

(5) to (8) Attached documents: Documents describing the matters that are relevant to the changes in question
